Second Stage of Medicare

By the early 1970′s the financial barriers to healthcare were removed by the implementation of Canada’s universal medicare plan. But Tommy Douglas, who was voted Greatest Canadian and considered to be the “Father of Medicare” believed that removing financial barriers was the only the first stage of Medicare.
